December 7, 2004

TO: Oconee County Council

CC: Oconee County Administrator
        Oconee County Council Attorney
        Oconee County Council Clerk

Subject: Litter Control Ordinance of Oconee County, South Carolina – Ordinance 2004-29

Keep Oconee Beautiful Association (KOBA) supports and encourages approval of the Litter Control Ordinance tonight.  In addition to identifying various types of litter, this comprehensive document defines who is responsible for litter and its removal and also sets penalties and fines as a consequence for littering

For background, KOBA is a non-profit organization comprised of volunteers dedicated to restoring and maintaining the beauty of Oconee County, South Carolina through the proper care and disposal of waste.  This twenty year effort is enhanced through partnering with civic, business and governmental organizations that share similar objectives.

For example KOBA administers all Adopt-A-Highway programs in Oconee County on county and state roads.  The Elementary Education volunteers make anti-litter and recycling presentations in elementary schools and conduct tours of our solid waste facilities. The annual Photo Contest captures the beauties of Oconee County.   These and other programs are financed through membership dues, donations and grants. This year’s budget is approximately $17,000.
